In 1997, the Independent Television Commission announced that a new tier of free-to-air terrestrial analogue television licences would become available. Billed as 'restricted service licences', they offered the prospect of new Local Television Licences utilising spare analogue frequencies that can be received in the same way as BBC and ITV - i.e. without any need for additional cables or decoders. If the frequency remains available, the holder of the relevant Local Television Licence may re-apply for a further four-year licence at the end of the initial term. Milestone is currently engaged in dialogue with the Department for Culture, Media and Sport regarding the potential for Local Television to expand its reach during the planned national 'switch-over' from analaogue to digital television transmissions.
Milestone's Television Division currently comprises two operating Local Television Licences in Oxfordshire and Southampton with the launch of further licences under Milestone's 'SIX TV' brand in Reading (Berkshire) and Portsmouth (Hampshire) pending.

SIX TV broadcasts separate localised services for Oxfordshire and south Hampshire, 24 hours a day, with a potential audience of approaching 390,000 people in Oxfordshire and 360,000 people in and around Southampton. SIX TV broadcasts a mix of local information, lifestyle features, entertainment and "Passion TV" – SIX TV’s music video brand.
